About the
​FCEDA Board

The FCEDA board today consists of seven members, coming from a variety of fields and backgrounds to ensure a well-rounded and thoroughly knowledgeable economic development team. Board members bring expertise in real estate, financial services, nonprofits, insurance, civil engineering and transportation. Moreover, they are all active members of their communities, serving on numerous boards and supporting an array of civic causes.

Jason Spring

Jason joined Vizient last year as vice president, network connections where he serves as the executive officer for Vizient Mid-America and Arkansas/Oklahoma networks. He is responsible for the engagement of member hospital and health system senior executives in Vizient’s networking and collaboration offering and ensuring that members maximize opportunities to learn, improve and build together in order to address their most pressing clinical, quality and operational challenges.

Jason has over 30 years in the healthcare industry serving in various leadership roles including 17 years as a hospital CEO and 5 years as Chief Strategy Officer of a regional healthcare system.

Jason has been engaged in a number of charitable and community organizations throughout his career. He is currently active in community organizations with a focus on economic development in Northwest Montana.

He received a B.S. in Business and Economics at Centenary College of Louisiana and Masters in Health Services Administration from the University of Arkansas at Little Rock.

​Toby Liechti

Toby Liechti grew up in Lakeside and graduated from Flathead High School in 2008. He then went on to graduate from MSU-Bozeman with a degree in Civil Engineering and is now a licensed professional engineer in the state of Montana. Toby has been involved in numerous commercial and residential development projects all across the valley and is heavily involved with several community organizations. He currently serves as the president of the Kalispell Legion Baseball Association, is a board member on the Flathead County Board of Adjustment, and is a former board member of the Flathead Area Young Professionals. He is looking forward to seeing FCEDA wrap up its current projects and is excited to see what’s next for FCEDA and Flathead County.

​Jeannie Luckey

Jeannie Luckey is a long-time resident of Flathead County, an original founding member of Montana West Economic Development and the Flathead County Economic Development Authority.  Jeannie is currently serving as chair of the FCEDA board. This longevity combined with her expertise in business and owing a wealth management firm have equipped Jeannie to approach economic and community development in the Flathead Valley with expertise and confidence.  Jeannie has served Flathead County in numerous leadership roles including President of the Kalispell Chamber of Commerce, past chair of the Kalispell Regional Medical Center Board (now Logan Health), president of the Kalispell chapter of the Montana Ambassadors, and Past International President of Pilot International, a national philanthropic organization.   Highly respected in the community, Jeannie has also received numerous honors including the Kalispell Chamber’s Business Woman of the Year and the Great Chief Award, now the Community Legacy Award.    Jeannie is an owner and manager of Snow Peak Wealth Advisors/Raymond James.

​Ian Jefferies

​Ian Jefferies is a lead consultant for a national integrated healthcare system where he is responsible for developing and managing advanced technologies within the research and insights division of marketing. His responsibilities include business intelligence, data management, and AI tools. Ian is also responsible for the B2B brand and marketing insights for the Colorado region. Ian is experienced in working with executives and business leaders across a wide variety of disciplines to bring projects to life. Ian has broad experience in other relevant areas, including customer experience, strategic planning, and project management. He also has a long history of volunteer & community service experience, including 4 years of service on the board of directors for a local non-profit in Colorado.

Ian was born and raised in the Flathead Valley. He has earned degrees from FVCC and Montana State University before finishing a Master's Degree at the University of Denver in Colorado. He and his family moved back to the valley to enjoy the summer and winter activities with those he is closest to. Ian is focused on building a future where the Flathead Valley serves as a leading example of sustainable growth and economic development.

Rob Driscoll

​Rob retired in 2021, his wife said, “you’re bored, go help someone.” In 2022 he accepted FVCC Small Business Development Center position as Director for Flathead, Lake and Lincoln Counties. With over forty years’ experience in public and private workplace he has contributed to several economic strategies and community revitalizations. Rob is deeply passionate about fostering economic diversity, stimulating the business climate, sustainable growth and innovation, which he believes aligns with FCEDA’s commitment to invest in economic growth, job creation and increasing the tax base.
In his previous roles as a real estate developer, entrepreneur and directing the Small Business Development Center at Flathead Valley Community College, he is involved in the economy of Flathead Valley weekly. He continues to successfully lead initiatives advising and counseling over 500 small businesses in Flathead, Lake and Lincoln Counties. By implementing relationship building strategies and collaborating with local businesses and government agencies, Rob has developed programs that not only enhanced the economic landscape, but also improved quality of life for residents and community.
He graduated from Occidental College, History and Education and a Master of Divinity from Fuller Theological Seminary. He has served on YMCA Board, received Meritorious Volunteer Leadership award from American Red Cross, various church boards, and enjoys all water sports.
