Strengthening Flathead's Business & Lifestyle Assets

FCEDA Collaborates With

Together, these collaborators help strengthen the Flathead’s business and lifestyle assets. As Flathead County’s economic development arm, FCEDA responsibly invests public funds into local projects that produce a strong return in job retention and creation, and in infrastructure that attracts or retains business. 
The FCEDA board is comprised of individuals possessing years of combined business and real estate experience with a track record of success in entrepreneurial endeavors.

The FCEDA Structure

The Flathead County Commission voted to create the Flathead County Economic Development Authority (FCEDA) in 1999 to stimulate local and regional commerce, create jobs, and strengthen the county’s tax base. The commission appoints a volunteer board of seven county residents to explore economic development opportunities and manage Authority funds to be directed toward those opportunities. ​
Collaboration between county government and private business allows for an effective public-private partnership that works on behalf of taxpayers.

Montana West Economic Development, a private nonprofit, is contracted by FCEDA to provide management and administration services, creating a streamlined alliance that oversees budget, personnel and efficient execution of the board’s economic development mission.

TIGER GRANT

The City of Kalispell and FCEDA were instrumental in obtaining a highly competitive $10 million federal TIGER grant for Kalispell’s Core & Rail Redevelopment, which relocated the city’s railroad tracks, stimulated investment in Kalispell’s Core Area, and constructed an industrial business park for rail served businesses.

INVESTING

FCEDA’s philosophy is to invest in projects that offer strong returns, in the form of economic growth, jobs, and an expanded tax base, for the communities where the projects are located and the county as a whole. The board has an annual budget and funds projects based on priority. Its mission is to spur private investment.

CREATING JOBS

 To date, FCEDA investments have helped to create thousands of jobs and stimulate numerous sectors of the economy, including major achievements with Glacier Park International Airport and key companies such as GL Solutions, Nomad Global Communication Solutions, Endpoint Utility Corp. The ZaneRay Group, Total Label USA, TTech, and more.

FCEDA's History

SINCE 1999
Prior to the summer of 1999 the Flathead’s unemployment rate averaged 7%, almost twice the national average. Industries that had sustained the area, such as timber and construction, were slowing. Local entities in neighboring communities were not collaborating with each other, which limited their ability to address and solve growing infrastructure issues in the county.

July 1999

In July 1999, recognizing an opportunity to foster continuity, the Executive Committee of Montana West Economic Development designed the concept of the county port authority. This plan was subsequently authorized by the Flathead County Commissioners and the Flathead County Economic Development Authority was established. To ensure more equal community representation and collaboration, FCEDA’s board was composed of leaders from across the county. Equally important, the County set in place the funding necessary for FCEDA to invest in economic infrastructure.

First Investment

FCEDA took action immediately and brokered its first significant investment in 1999. In partnership with the City of Kalispell, FCEDA purchased 63,000 square feet of the Gateway West Mall and secured a commitment from an inbound call center, Stream, to lease the space, and later a new customer service center, Teletech. This investment stimulated commerce, supported maximum opportunities for employment, and advanced the general welfare and prosperity of Flathead County.

Investments Continued

The organization continued to responsibly invest public funds into local projects that produced a strong return in job retention and creation, and in infrastructure to attract and retain business. FCEDA’s investments included partnering with The Glacier Airport Enhancement and Retention Outreach (Glacier AERO) to secure new direct flights. In addition, FCEDA supports expansion assistance for small businesses provided by Montana West Economic Development, which has fostered job creation in numerous industries throughout the county. ​

2015
TIGER Grant

FCEDA has consistently set aside funds in order to be prepared to invest in opportunities that improve the overall economic diversity and business climate of Flathead County. The board decided to pursue improvement of transportation infrastructure by purchasing land on which to build Glacier Rail Park, an industrial park for rail-served businesses. In October 2015, in partnership with the City of Kalispell, FCEDA secured a highly competitive Transportation Investment Generating Economic Recovery (TIGER) grant from the US Department of Transportation which was used to help fund the Core & Rail Redevelopment Project. The Core & Rail Redevelopment included building the Glacier Rail Park, an industrial park for rail-served businesses in Northwest Montana, and improving transportation options in Kalispell’s Core Area.


Spring of 2016

In the spring of 2016, FCEDA embarked on its largest endeavor to date – building the Glacier Rail Park. The new Glacier Rail Park was constructed on the northeast perimeter of Kalispell, placing rail-served businesses in a safe environment designed for industrial use. Glacier Rail Park offers both onsite tenant leases, team track, and eventually transloading opportunities for offsite businesses; making rail an option for more local businesses and the area more appealing for business relocation.

2020 - 2022

FCEDA purchased two properties from CHS, Inc., who was one of the businesses relocated out of downtown to the Glacier Rail Park, in February 2020 and began environmental clean-up of the sites. After cleaning up the sites both properties were sold to private developers in 2021. The new developments will be mixed-use construction that includes retail, office, and 200-300 residential units. The impact of these properties on the downtown core will be dramatic, both from a visual impact, and from property tax revenue. With the track-served businesses relocated from downtown Kalispell the city broke ground on a brand-new Linear Park and Trail called the Parkline in the spring of 2021. The new trail was completed in 2022 spurring exciting new recreation and development opportunities throughout the downtown core area of Kalispell.
